Additional Place of Business in GST: A Case Study

Get you Funding Audit

The business in this case study is illustrative. The GST rules and steps are real.

The situation

Kavya Home Essentials is a Pune-based seller of kitchen storage products. It started in 2023 from a rented office in Kothrud, which is its principal place of business (PPOB) on its Maharashtra GST registration.

By 2026, three things had changed:

  1. Orders tripled, so Kavya rented a warehouse in Bhiwandi for stock.
  2. Amazon offered to store Kavya's inventory in a fulfilment centre near Mumbai (also in Maharashtra).
  3. A distributor in Bengaluru wanted Kavya to keep stock locally.

The founder, Meera, asked her accountant one question: "Do we need new GST registrations for all of this?"

The answer depends on where each location is.

The core concept: PPOB vs APOB

TermMeaning
PPOB: Principal Place of BusinessThe main place in a state where you run your business and keep your primary books
APOB: Additional Place of BusinessAny other place in the same state where you carry on business: godown, warehouse, branch, factory, office, or a marketplace fulfilment centre holding your goods

Rule of thumb:

  1. Same state → add it as an APOB on your existing GSTIN.
  2. Different state → take a separate GST registration in that state.

Lesson 1: GST registration is state-wise. An APOB can never be in another state.

Decision 1: The Bhiwandi warehouse

Bhiwandi is in Maharashtra, the same state as the Pune PPOB. So Kavya adds Bhiwandi as an APOB through a core-field amendment.

Why does it matter? GST officers can inspect any place where your goods are stored. If stock turns up at an undeclared location, it can be treated as unaccounted goods, which means tax demands, penalties and possible detention of stock.

Lesson 2: Declare every location that holds your goods, before the goods arrive.

Decision 2: The Amazon fulfilment centre

This is where many sellers slip up. Even though Amazon runs the warehouse, Kavya's goods are stored there, so the fulfilment centre must be added as an APOB on Kavya's GSTIN. Marketplaces generally ask sellers to show the APOB on their registration before they'll enable stocking at that location.

Lesson 3: A marketplace warehouse counts as your place of business for your goods.

Decision 3: The Bengaluru stock point

Bengaluru is in Karnataka, a different state. Kavya cannot add it as an APOB. It needs a new GST registration in Karnataka (state code 29), and stock moving from Maharashtra to Karnataka is treated as a supply between distinct persons, with GST and e-way bills.

Lesson 4: Expanding to a new state means a new GSTIN and new compliance, not just a new address line.

How Kavya added the APOB: step by step

  • Log in to gst.gov.in.
  • Go to Services → Registration → Amendment of Registration Core Fields.
  • Open the Additional Places of Business tab and click Add New.
  • Enter the full address, the nature of possession (owned, rented, leased, consent or shared) and the business activities carried on there (warehouse/depot, retail, office, etc.).
  • Upload proof of possession (see the checklist below).
  • Enter the reason for amendment and the date of change.
  • Verify with DSC (mandatory for companies and LLPs) or EVC.
  • Track the ARN. The officer reviews and, if satisfied, approves the amendment.

Timeline: File within 15 days of the change. The officer normally decides within 15 working days, or may issue a notice seeking clarification, which you must answer in time.

Documents for APOB: the checklist

SituationDocuments
Owned premisesProperty tax receipt / municipal khata / electricity bill in the owner's name
Rented / leasedValid rent or lease agreement + latest electricity bill of the premises
Consent / shared (e.g. a relative's property)Consent letter / NOC from the owner + owner's ID + electricity bill
Marketplace fulfilment centreThe address and documents the marketplace provides for registration (typically consent/NOC and address proof)

Marketplace fulfilment centre

The address and documents the marketplace provides for registration (typically consent/NOC and address proof)

Lesson 5: Most rejections come from mismatched addresses. The address on the agreement, the electricity bill and the portal must match word for word.

Life after APOB: what changed for Kavya

  1. Invoices and e-way bills now show the correct dispatch location (Bhiwandi or the fulfilment centre).
  2. Stock registers are kept for each location.
  3. The GST certificate shows all declared places, and a copy is displayed at each APOB.
  4. Kavya's GST return filing didn't change. Returns are filed per GSTIN, not per location.

Mistakes we see MSMEs make

MistakeConsequence
Adding an out-of-state warehouse as an APOBRejected. A separate registration is needed
Moving stock before the APOB is approvedRisk of goods being treated as unaccounted
Forgetting marketplace fulfilment centresMarketplace blocks inventory; compliance risk
Not removing closed godownsOfficers may visit an address you no longer use
Using an expired rent agreementQuery or rejection

FAQs

What is the full form of PPOB in GST? Principal Place of Business.

Is there a fee to add an APOB? No. There's no government fee.

How many APOBs can I add? There's no fixed limit, as long as each place is in the same state and properly documented.

Do I need an APOB for a work-from-home employee? Generally not, unless goods are stored or business activity is carried on there as a place of business. If in doubt, take advice.

Is adding an APOB the same as a GST address change? No. An APOB adds a location. Changing your PPOB replaces the main address. Here's how to change your GST address correctly.
