Barcode for Cosmetic Products in India: Cost, Process and What the Label Actually Needs

Guidance by StartupFlora

Two questions bring most cosmetic brand owners to this page. Is a barcode legally required on my product, and what does one actually cost? The short answers are worth having up front. A barcode is not a legal requirement under India's cosmetic labelling rules. CDSCO and Legal Metrology between them prescribe a long list of things your label must carry, and a barcode is not one of them. What makes it effectively compulsory is commercial: no modern retailer, distributor or marketplace will stock a product they cannot scan. And the cost is higher than almost every page on this subject suggests. A one-year GS1 India registration for 100 barcodes at under ₹5 crore turnover works out to around ₹48,135 all in, not the two or three thousand rupees that intermediary sites imply. There is also an MSME subsidy that reimburses up to 80% of it, which almost nobody mentions. This guide covers the real cost table, the 890 prefix and why it matters, how many barcodes your cosmetic range actually needs, the subsidy, and what your label must legally carry alongside the barcode.

Benefits of a GS1 Barcode for Your Cosmetic Brand

Retail Access

Retail Access

Organised retail, distributors and most marketplaces will not onboard a product without a scannable GTIN. The barcode is the entry condition to every distribution channel beyond your own website.

Export Readiness

Export Readiness

An 890-prefix GTIN is recognised globally, so the same number works at a retailer in Dubai or Singapore. Cosmetic brands tend to export earlier than they expect, and a properly issued barcode removes one obstacle.

Inventory Control

Inventory Control

Unique GTINs per variant make stock counts, returns and reconciliation workable. A brand with twelve shades and no barcoding discipline cannot tell you what it actually holds.

Brand Protection

Brand Protection

A barcode traced to your own company prefix links the product to your business. A reused or borrowed number links it to someone else's, which undermines the brand you are building and complicates any trademark enforcement later.

Subsidy Access

Subsidy Access

MSME brands can reclaim up to 80% of registration and annual fees for three years, capped at ₹50,650. That turns a meaningful setup cost into a modest one, provided your Udyam registration is in place first.

How to Get a Barcode for Your Cosmetic Product

Count SKUs

Count SKUs

Work out your real GTIN count using the rule above: every shade, size and gift set is its own number. Add headroom for the next twelve months rather than buying exactly what you need today.

Pick Package

Pick Package

Choose your barcode tier of 100, 1,000, 10,000 or 100,000, and the validity period. Longer terms cut the annualised cost, and the 10-year option removes the security deposit entirely.

Register Online

Register Online

Apply through GS1 India, which is the only authorised issuer of 890-prefix barcodes. Have your entity documents, GST registration and Udyam certificate ready before you start.

Pay Fees

Pay Fees

Pay the registration fee, subscription fee, 18% GST on subscription and the security deposit where applicable. Keep the receipts, because you will need them for the MSME subsidy claim.

Get Prefix

Get Prefix

GS1 India allocates your company prefix, from which you generate individual GTINs for each product variant. The prefix is yours; the GTINs you assign within it are your responsibility to manage.

Assign GTINs

Assign GTINs

Allocate one GTIN per saleable item and record the mapping carefully. Duplicate or reused numbers inside your own range cause inventory errors that are painful to unwind at a retailer.

Generate Artwork

Generate Artwork

Produce print-ready EAN-13 artwork at the correct size and contrast, and give your printer the specification rather than an image pulled from a screen. A barcode that will not scan is the most avoidable packaging failure there is.

Documents Required for Barcode Registration

Entity Proof

Certificate of incorporation, partnership deed or proprietorship proof, along with the PAN of the business entity in whose name the company prefix will be issued.

GST Certificate

GST registration certificate for the business. If you are still setting this up, our GST registration guide for proprietorships covers the process.

Udyam Certificate

Udyam registration certificate, needed to claim the MSME subsidy on registration and annual fees. Without it you pay full price unnecessarily.

Financial Proof

Evidence of annual sales turnover, since the registration and subscription fee slab is determined by it. Audited financials or a CA certificate are normally accepted.

FAQs

No. CDSCO's Cosmetics Rules, 2020 and the Legal Metrology Packaged Commodities Rules, 2011 prescribe what a cosmetic label must carry, and a barcode is not on either list. It is commercially necessary rather than legally required, because retailers and marketplaces will not stock an unscannable product.
Register with GS1 India, the only authorised issuer of 890-prefix barcodes. Choose your barcode package and validity, pay the registration and subscription fees plus GST, receive your company prefix, then assign a GTIN to each saleable variant.
More than most sites suggest. For 100 barcodes at under ₹5 crore annual sales for one year, the total is around ₹48,135 including registration, subscription, 18% GST and a ₹3,000 security deposit. MSMEs can reclaim up to 80% for the first three years.
890 is India's GS1 prefix. A barcode beginning 890 was issued by GS1 India, which is the only body authorised to allocate them in the country.
You can, but what is usually sold is a reassigned number or one from another country's pool, not a number issued to your business. For a brand you intend to grow into retail or export, that creates problems later.
One GTIN per saleable variant. Every shade and every pack size needs its own number, and a gift set needs one of its own. Twelve shades in two sizes is twenty-four GTINs before any second product line.
Yes. GS1 India offers MSMEs up to 80% reimbursement on registration and annual fees for the first three years, capped at ₹50,650, on the 100 and 1,000 barcode packages. A valid Udyam registration is required.
On your own website, generally no. On most marketplaces, yes, since GTIN is usually required at listing. Check the specific marketplace's onboarding requirements before you print packaging.
Under CDSCO rules: product name, manufacturer and importer details, net contents, batch number, manufacturing and expiry dates, ingredients in descending order using INCI names, directions and warnings. Under Legal Metrology: MRP inclusive of all taxes, net quantity in metric units, country of origin and customer care details.
Your GS1 registration runs for the validity period you choose, from one to ten years, and must be renewed to keep the prefix active. Longer terms lower the annualised cost and the 10-year option carries no security deposit.
No. A barcode identifies the product to a scanner and protects nothing legally. A trademark protects your brand name and is what stops a competitor using it. They are issued by different bodies for different purposes.

What the 890 Prefix Means

Every GS1 barcode begins with a country prefix identifying the GS1 member organisation that issued it. India's prefix is 890.

A barcode starting 890 tells a scanner anywhere in the world that this GTIN was issued by GS1 India, which is the only body authorised to allocate them in the country. These are the same barcodes scanned more than ten billion times a day globally.

Why buying a cheap barcode is a real risk

Searching for barcodes turns up plenty of sites selling them for a few hundred rupees. What they are usually selling is a reassigned number from an old pool, or a number from another country's range. Neither is issued to you.

This matters more for cosmetics than for many categories, because cosmetic brands tend to scale into organised retail and export, and that is exactly where a barcode traced to someone else's company prefix causes problems. GS1 India states plainly that it is the only authorised seller and that unauthorised providers face legal consequences.

If your plan is a brand you will grow, buy from GS1 India.

The MSME Subsidy Most Brands Miss

GS1 India operates an MSME scheme offering up to 80% reimbursement on registration and annual fees for the first three years, capped at ₹50,650, available on the 100 and 1,000 barcode packages.

For a new cosmetic brand this changes the arithmetic completely. The ₹48,135 example above, reimbursed at 80%, becomes a net cost in the region of ₹10,000 for the first year.

What you need to claim it: MSME status, which means a valid Udyam registration. If you do not have one, it is free and takes an afternoon. If you have one and cannot find the number, you can recover it from the portal in a couple of minutes.

Confirm current subsidy terms and eligibility with GS1 India directly, since scheme parameters change.

Conclusion

A barcode is not legally required on a cosmetic product in India, but it is commercially unavoidable the moment you move beyond direct sales from your own site. What is legally required is everything else on the label: the CDSCO particulars, the INCI ingredient declaration, and the Legal Metrology declarations including MRP and net quantity.

On cost, budget properly. GS1 India is the only authorised issuer of 890 barcodes, a first-year registration for a small range runs near ₹48,000, and the MSME subsidy can bring that down by up to 80% if your Udyam registration is in place.
