PF Contribution Percentage 2026: Employer and Employee Share, EPS Split and the New ₹25,000 Wage Ceiling

Every payslip in a PF-covered establishment shows a deduction for "PF" and, often, a separate employer contribution in the CTC. For HR teams and founders running payroll, the exact PF contribution percentage, how it splits across EPF, EPS and EDLI, and what the wage ceiling is, decides the monthly challan amount.

The rules shifted in 2026. The wage ceiling for mandatory coverage was raised from ₹15,000 to ₹25,000 per month with effect from 17 September 2026, under the Code on Social Security, 2020. This guide covers the current rates and walks through calculations.

Quick answer: The standard PF contribution is 12% of basic wages plus dearness allowance from the employee and 12% from the employer. Of the employer's 12%, 8.33% goes to the Employees' Pension Scheme (EPS) (subject to the pension wage cap) and the balance goes to EPF. The employer also pays 0.5% for EDLI insurance and 0.5% as EPF administrative charges. A reduced rate of 10% applies to certain establishments.

What counts as "PF wages"

PF is calculated on basic wages + dearness allowance + retaining allowance, if any.

Under the Code on Social Security, 2020, if allowances (such as HRA, conveyance and special allowance) exceed 50% of total remuneration, the excess is added back to "wages". This stops employers from shrinking basic pay to reduce PF. Review your salary structures against this rule.

The New ₹25,000 Wage Ceiling (From 17 September 2026)

The Labour Ministry notified the revised ceiling by S.O. 5109(E) dated 17 September 2026, for the purposes of Chapter III (EPF) of the Code on Social Security, 2020.

What it means:

  1. The statutory wage ceiling for PF coverage is now ₹25,000 per month (earlier ₹15,000).
  2. Employees earning up to ₹25,000 in PF wages fall within mandatory coverage, subject to other eligibility conditions. Employees who were earlier outside coverage only because they earned between ₹15,001 and ₹25,000 need to be reassessed.
  3. Employers must compute statutory contributions on wages up to the new ceiling for covered employees.

What needs care: the pension (EPS) wage base. Subsequent amendments to the pension scheme (G.S.R. 847(E) of 25 September 2026 and G.S.R. 890(E) of 15 October 2026) deal with pension eligibility and contributions. Legal commentary suggests the higher ceiling does not automatically raise the wage base for every pension component. Confirm the EPS wage cap that applies to your employees with EPFO circulars or your PF consultant before changing payroll.

The proposal to raise the ceiling was reported as deferred in July 2026 before being notified in September 2026. Older articles may still quote ₹15,000.

PF Calculation on Basic Salary: Worked Examples

Example 1: Employee with PF wages of ₹14,000

ComponentCalculationAmount
Employee EPF12% × 14,000₹1,680
Employer EPS8.33% × 14,000₹1,166
Employer EPF12% × 14,000 − 1,166₹514
EDLI0.5% × 14,000₹70
Admin charges0.5% × 14,000₹70
Total employer cost-₹1,820

The employee's EPF account receives ₹1,680 + ₹514 = ₹2,194 a month, and ₹1,166 goes to the pension fund.

Example 2: Employee with PF wages of ₹25,000

Assuming the EPS contribution remains capped at ₹1,250 (8.33% of ₹15,000), pending confirmation of the revised pension base:

ComponentCalculationAmount
Employee EPF12% × 25,000₹3,000
Employer EPS8.33% × 15,000 (assumed cap)₹1,250
Employer EPF3,000 − 1,250₹1,750
EDLI0.5% of applicable EDLI wagesConfirm cap with EPFO
Admin charges0.5% × 25,000₹125

If EPFO confirms that EPS applies on wages up to ₹25,000, the EPS share would be ₹2,083 and the employer EPF share ₹917. Update your payroll software only after confirming.

Example 3: Employee earning above the ceiling

For an employee with basic + DA of ₹40,000:

  1. If the employer contributes only on the statutory ceiling, both shares are 12% of ₹25,000.
  2. Employer and employee can jointly opt to contribute on the full ₹40,000. The employee can also make voluntary PF (VPF) contributions beyond 12%, without any matching employer contribution.

When the 10% Reduced Rate Applies

The employee and employer contribution rate is 10% instead of 12% for:

  1. Establishments with fewer than 20 employees (when covered voluntarily or under specific notifications).
  2. Establishments declared sick by the competent authority.
  3. Notified industries: jute, beedi, brick, coir and guar gum industries.

The EPS share remains 8.33%, so the employer EPF portion is smaller at the 10% rate.

PF Admin Charges and Due Date

  1. Administrative charges: 0.5% of PF wages, subject to a minimum of ₹500 per month for each establishment (₹75 for establishments with no contributory members).
  2. Due date: Contributions and the ECR must be filed by the 15th of the following month.
  3. Late payment: Interest under Section 7Q and damages under Section 14B of the EPF Act apply on delayed deposits. These continue under the corresponding Code on Social Security provisions.

Employee PF Contribution 12%: Tax Treatment

  1. Employee contribution: Deductible under Section 80C in the old tax regime, within the overall ₹1.5 lakh limit. No 80C benefit is available in the new regime.
  2. Employer contribution: Not taxable up to 12% of salary, but the aggregate employer contribution to EPF, NPS and superannuation above ₹7.5 lakh a year is taxable.
  3. Interest: Interest on employee contributions above ₹2.5 lakh a year (₹5 lakh where there is no employer contribution) is taxable.

Common Mistakes Employers Make

Restructuring salary to cut basic pay below 50%. The Code on Social Security adds excess allowances back to wages.

Ignoring the new ₹25,000 ceiling. Employees earning ₹15,001–₹25,000 may now be mandatorily covered.

Paying EPS beyond the cap without checking. Over-contribution to EPS reduces the employee's EPF balance.

Missing the 15th-of-the-month deadline. Damages under Section 14B can reach significant percentages of the arrears.
