What Is the National SC-ST Hub Scheme?

The National SC-ST Hub is a central government scheme that helps SC and ST owned micro and small enterprises meet the quality, capital and compliance requirements of public procurement. It works by reimbursing the costs that normally keep a small supplier out of the bidding process, and by giving a 25% capital subsidy on machinery.

The scheme exists because of a gap in an older policy. The Public Procurement Policy for Micro and Small Enterprises, 2012, requires central ministries, departments and CPSEs to buy at least 25% of their goods and services from MSEs, with a 4% sub-target reserved for SC/ST owned enterprises. The mandate was there. The suppliers weren't, because the cost of bidding kept them out.

The results show the gap closing. Procurement from SC/ST owned MSEs rose from ₹1,302 crore in 2021-22 to ₹3,731 crore in 2024-25, and the number of units benefiting jumped from about 10,400 to nearly 22,000 over the same period.

Costs and Charges

There's no fee to register on scsthub.in or to file claims. The scheme is fully funded by the Ministry of MSME.

What you do bear: the expense itself, upfront, until reimbursement arrives. The 20% share not covered on most components (10% on capacity building). And GST on the underlying expense, which is never reimbursed. If you use a consultant to file claims, that fee is also on you.

A Real-World Example

A small fabrication unit in Nagpur, SC owned, ₹60 lakh turnover, currently selling only to private buyers. The owner decides to start bidding for railway and defence PSU tenders.

In year one: BIS certification and NABL testing for two product lines costs ₹90,000, and ₹72,000 comes back. A performance bank guarantee on one ₹35 lakh tender costs ₹52,000 in charges, and ₹41,600 comes back. GeM portal membership costs ₹18,000, and ₹14,400 comes back. A new CNC machine on a ₹40 lakh term loan carries ₹60,000 in processing charges, of which ₹48,000 is reimbursed, plus a ₹10 lakh capital subsidy under SCLCSS.

Cash returned in year one, excluding the subsidy: about ₹1.76 lakh. Capital subsidy: ₹10 lakh. And the certification costs renew, and stay reimbursable, every year after.

The honest caveat: none of this guarantees an order. It lowers the cost of trying.

Conclusion: Turn Your Certification Costs Into Working Capital

The National SC-ST Hub is best understood as a rebate on the cost of becoming a government supplier. It refunds testing, certification, bank guarantee and membership charges, and it puts a 25% capital subsidy on machinery. It doesn't hand out grants and it won't find you customers.

The thing to get right is also the most boring: a clean, current Udyam registration and a document set where names and bank details match everywhere. Almost every rejection traces back to one of those two.
